The Canary Islands, Ceuta and Melilla — what the recipient should know
Spain is a member of the European Union and the eurozone, so in most of the country EU customs rules apply to a parcel sent from Georgia, and a consignment's value and the customs relief thresholds are in euro.
Spanish VAT does not apply in the Canary Islands, Ceuta or Melilla. Spain's VAT law treats Ceuta and Melilla as territories that are not part of the EU customs union — the European Commission likewise states that they are not included in the EU customs territory. The Canary Islands, for their part, are excluded from the EU's harmonisation of VAT.
In the rest of Spain the standard VAT rate is 21%, with reduced rates of 10% and 4% for certain goods. The currency has been the euro since 1 January 1999: it replaced the peseta at a fixed rate (€1 = 166.386 pesetas).
EU customs rules, including the gift threshold, are set out below, in the section on official rules.
How much does it cost to send a parcel to Spain?
The cost depends on the weight of the parcel and the rate in force.

What to know before sending to Spain
Below are the official European Union rules that apply when a parcel is received. These are not Parcello's own terms.
Pesetas could be exchanged for euro until 2021
Spain joined the European Union in 1986 and was one of the first countries to adopt the euro, on 1 January 1999. Euro banknotes and coins entered circulation on 1 January 2002. The euro replaced the peseta at a fixed rate of €1 = 166.386 pesetas, and the period in which both currencies circulated ended on 28 February 2002. Until 30 June 2002 pesetas could be exchanged at the Banco de España and at high-street banks, and after that only at the Banco de España. The final deadline passed on 30 June 2021.
Standard VAT is 21%
The standard VAT (IVA) rate in Spain is 21%. Reduced rates of 10% and 4% apply to certain goods.
The Canary Islands, Ceuta and Melilla have a special status
Spain's VAT law (Ley 37/1992) excludes three territories from the scope of Spanish VAT: Ceuta and Melilla, as territories that are not part of the EU customs union, and the Canary Islands, as a territory excluded from the EU's harmonisation of turnover taxes (VAT).
Parcels go through customs
Georgia is not a member of the European Union, so a parcel sent to Europe goes through customs when it enters the EU. The recipient may be charged value added tax (VAT) and, in some cases, customs duty as well.
Gifts under €45 are exempt
When one private individual sends a parcel to another for personal or family use and its value does not exceed €45, the consignment is exempt from customs duty and VAT. The relief applies only to occasional, non-commercial gifts — a birthday parcel, for example. If the value exceeds €45, VAT is charged on the whole consignment.
A new rule applies from 1 July 2026
The European Union has abolished the customs duty exemption for consignments valued under €150. In its place, from 1 July 2026 a flat customs duty of €3 applies, calculated per tariff line rather than per parcel. The rule is aimed primarily at consignments from online shopping and is temporary — it runs until 1 July 2028.
Separate rules apply to alcohol and tobacco
Gift relief does not fully cover alcohol and tobacco: VAT and excise duty are charged on these products regardless. Relief from customs duty applies only to strictly limited quantities — 50 cigarettes, or one litre of spirits, for example.
