What the recipient in Portugal should know

Portugal is a member of the European Union, so EU customs rules apply to a parcel sent from Georgia. The country uses the euro, so a consignment's value and the EU customs relief thresholds are in the same currency.

What is particular to Portugal is that when a parcel is cleared through the portal of CTT, the national postal operator, the recipient needs a Portuguese tax number (NIF) or a passport number. CTT also explains that even a gift must always have a value stated — and if the recipient does not know it, they should contact the sender.

According to CTT, a non-commercial parcel between private individuals worth no more than €45 can be claimed as exempt from charges. The standard VAT rate is 23% in mainland Portugal, 22% in Madeira and 16% in the Azores.

What to know before sending to Portugal

Below are the official European Union rules that apply when a parcel is received. These are not Parcello's own terms.

  • Portugal is a founding member of the eurozone

    Portugal joined the European Union in 1986 and was among the first countries to adopt the euro, on 1 January 1999. Euro banknotes and coins entered circulation on 1 January 2002. The euro replaced the Portuguese escudo at a fixed rate of €1 = 200.482 escudos, and the period in which both currencies circulated ended on 28 February 2002.

  • The VAT rate depends on the region

    The standard VAT rate in mainland Portugal is 23%. Lower rates apply in the country's autonomous regions: 22% in Madeira and 16% in the Azores.

  • Customs clearance needs a NIF or a passport

    According to CTT, Portugal's national postal operator, when a parcel from outside the EU is cleared through CTT's portal, the recipient must give either a Portuguese tax number (NIF) or a passport number. There is no need to give both.

  • Parcels go through customs

    Georgia is not a member of the European Union, so a parcel sent to Europe goes through customs when it enters the EU. The recipient may be charged value added tax (VAT) and, in some cases, customs duty as well.

  • Gifts under €45 are exempt

    When one private individual sends a parcel to another for personal or family use and its value does not exceed €45, the consignment is exempt from customs duty and VAT. The relief applies only to occasional, non-commercial gifts — a birthday parcel, for example. If the value exceeds €45, VAT is charged on the whole consignment.

  • A new rule applies from 1 July 2026

    The European Union has abolished the customs duty exemption for consignments valued under €150. In its place, from 1 July 2026 a flat customs duty of €3 applies, calculated per tariff line rather than per parcel. The rule is aimed primarily at consignments from online shopping and is temporary — it runs until 1 July 2028.

  • Separate rules apply to alcohol and tobacco

    Gift relief does not fully cover alcohol and tobacco: VAT and excise duty are charged on these products regardless. Relief from customs duty applies only to strictly limited quantities — 50 cigarettes, or one litre of spirits, for example.
