Sending a parcel from Georgia to Romania

Diplomatic relations between Georgia and Romania were established on 25 June 1992. Georgia's embassy in Romania is in Bucharest. In November 2023 the Romanian Parliament adopted a resolution on the European perspective of the Republic of Moldova, Ukraine, Georgia and the Western Balkans.

For Georgians living in Romania, receiving a parcel from home is often a simple way of keeping a connection to family, friends and the place they came from.

You give us the parcel and the details we need, and we help organise the process of getting it to Romania.

In Romania, gifts are declared electronically too

Romania is a member of the European Union but not of the eurozone — its currency is the leu. EU customs rules apply to a parcel sent from Georgia, and the customs relief thresholds, set in euro, are converted into lei. The standard VAT rate in Romania has been 21% since August 2025.

According to Poșta Română, every postal item arriving from outside the EU, gifts included, needs an electronic customs declaration. For an item worth up to €150, Poșta Română files a reduced declaration on the recipient's behalf, though the recipient may declare the item at customs in person or choose a different customs representative.

Poșta Română treats low-value items as e-commerce items and charges VAT on them unless they are marked as a gift in their electronic data. Non-commercial goods sent between private individuals are exempt from VAT up to a value of €45, provided such consignments are not regular and the recipient pays nothing for them.

That is why it helps to know exactly, at the time of sending, what is in the parcel, what it is worth and whether it is a gift — the electronic declaration relies on exactly that information.

How much does it cost to send a parcel to Romania?

What to know before sending to Romania

Below are the official European Union rules that apply when a parcel is received. These are not Parcello's own terms.

  • Romania is not in the eurozone

Romania joined the European Union on 1 January 2007 but is not a member of the eurozone — its national currency is the Romanian leu (RON). The leu has not yet joined the European exchange rate mechanism (ERM II). Because customs relief thresholds are set in euro, in Romania they are converted into lei.

  • VAT has been 21% since August 2025

The standard VAT rate in Romania rose from 19% to 21% in August 2025.

  • Gifts are declared electronically too

According to Poșta Română, Romania's national postal operator, every postal item arriving from outside the EU — gifts included — needs an electronic customs declaration; the paper CN22/CN23 form can no longer be used as a declaration. For an item worth up to €150, Poșta Română files a reduced declaration on the recipient's behalf, though the recipient may declare the item at customs in person or choose a different customs representative. To clear an item worth more than €150, a private individual needs an EORI number.

  • Marking a parcel as a gift matters

According to Poșta Română, automated processing cannot always tell commercial items from non-commercial ones, so it treats low-value items as e-commerce items and charges VAT on them — except those marked as a gift in the item's electronic data. Non-commercial goods sent from one private individual to another are exempt from VAT up to a value of €45, provided such consignments are not regular and the recipient pays nothing for them.

  • Parcels go through customs

Georgia is not a member of the European Union, so a parcel sent to Europe goes through customs when it enters the EU. The recipient may be charged value added tax (VAT) and, in some cases, customs duty as well.

  • Gifts under €45 are exempt

When one private individual sends a parcel to another for personal or family use and its value does not exceed €45, the consignment is exempt from customs duty and VAT. The relief applies only to occasional, non-commercial gifts — a birthday parcel, for example. If the value exceeds €45, VAT is charged on the whole consignment.

  • A new rule applies from 1 July 2026

The European Union has abolished the customs duty exemption for consignments valued under €150. In its place, from 1 July 2026 a flat customs duty of €3 applies, calculated per tariff line rather than per parcel. The rule is aimed primarily at consignments from online shopping and is temporary — it runs until 1 July 2028.

  • Separate rules apply to alcohol and tobacco

Gift relief does not fully cover alcohol and tobacco: VAT and excise duty are charged on these products regardless. Relief from customs duty applies only to strictly limited quantities — 50 cigarettes, or one litre of spirits, for example.
